Article 23. Azerbaijan State Symbols
(Constitution article)

I.  The national (state) symbols of the Republic of Azerbaijan  are the national flag of the Republic of Azerbaijan, the national emblem of the Republic of Azerbaijan and the National Anthem of the Republic of Azerbaijan. 

II. The National flag of the Azerbaijan Republic consists of three equal stripes. The upper stripe is blue, the middle stripe is red and the lower stripe is green and in the middle of the red one on both sides of the flag there are a white-colored crescent and eight-pointed star. The width across length of the flag is 1:2.

III. The image of the national flag of the Republic of Azerbaijan and the national emblem of the Republic of Azerbaijan, as well as the music and the text of the National Anthem of the Republic of Azerbaijan are defined by the Constitution. 

 

THE NATIONAL FLAG

 

On November 9th, 1918 government of Azerbaijan Democratic Republic adopted the resolution on national three-colored flag. After the collapse of ADP on April 28, 1920 and establishment of Soviet power in Azerbaijan the flag was rejected.

On November 17, 1990 three-colored flag was for the second time restored in its rights by the resolution of Supreme Majlis of Nakhichevan Autonomous Republic and accepted as a national flag of the Autonomous Republic. At the same session Supreme Majlis of Nakhichevan solicited Supreme Soviet of Azerbaijan SSR for the  recognition of thre- colored flag as a national symbol of Azerbaijan.

On February 5, 1991 Supreme Soviet of Azerbaijan Republic considered a solicitation for the recognition of three-colored flag as a National Flag of Azerbaijan.

The National Flag of the Republic of Azerbaijan consists of three equal in length horizontal stripes. The upper stripe is blue, middle is red, lower is green colored. The Blue color has the meaning of the Turkic origin of Azerbaijani nation, the red color reflects the modernization of society and development of democracy and the green color illustrates Islamic civilization. In the center of the red stripe on both sides of the flag there is a white crescent and an eight-pointed star. Proportion of the width to the length is 1:2.

 

THE NATIONAL EMBLEM

 

On January 30, 1920 government of Azerbaijan Democratic Republic adopted the resolution on the best National emblem of the Republic. It was mentioned in the resolution the adoption of the emblem will be on May 28. However, as the result of collapse of Azerbaijan Democratic Republic on April 28, 1920 the emblem was not adopted.

On November 17, 1990 Supreme Majlis of Nakhichevan AR, after having discussed the issue on the National emblem solicited by Supreme Soviet of Azerbaijan SSR on an announcement of competition for processing the National emblem of Azerbaijan.

The competition was announced on February 5, 1991, regarding the resolution of Supreme Soviet of Azerbaijan Republic. During 1991-1992 there were a number of projects on the new National emblem. Further suggestions followed on the adoption of the projects during the 1919-1920 discussions. 

On January 19, 1993 Supreme Soviet of the Republic of Azerbaijan passed the Constitutional Law regarding 1919-1920 national emblem with several amendments. 

The National emblem is the symbol of the state sovereignty of Azerbaijan. The National emblem represents an image of oriental escutcheon, placed on the arch composed of oak branches and ears. On the escutcheon in background of colors of National flag of the Republic of Azerbaijan there is an image of the eight-pointed star and in the center of star there is an image of flame.

 A convex image of the National emblem is represented:

at the residence and office room of the President of the Republic of Azerbaijan;

on the wall of the parliament building, in the session hall and the office room of the chairman of parliament of the Republic of Azerbaijan;

on the walls of the buildings of all courts, military tribunals, in the halls of court sessions, in the office rooms of chairmen of Constitutional Court and Supreme Court of the Republic of Azerbaijan;

in cases provided by the legislation of the Republic of Azerbaijan, on the walls of buildings of state bodies;

on the walls of buildings of diplomatic and trade representatives of consular offices of the Republic of Azerbaijan .

 

THE NATIONAL ANTHEM

 

On January 30, 1920 government of Azerbaijan Democratic Republic adopted the resolution on preparation of the National Anthem of the Republic. For this purpose a competition has been announced on the best National Anthem. However, as the result of fall on April 28, 1920 of Azerbaijan Democratic Republic Anthem wasn't adopted.

On May 27, 1992 Milli Majlis adopted the law "About the State Anthem of the Republic of Azerbaijan", according to the "Azerbaijani march" of the great composer Uzeyir Hajibeyov and the poet Ahmed Javad, was made in 1919, was approved as the State Anthem of the Republic of Azerbaijan.
